At this moment, Inspector of the Ceremony Kapolda Karyoto also had the opportunity to read the text of the Police Proclamation. The minutes of the text read by Kapolda Karyoto are as follows;

Separately, the Kapolri, Jenderal Pol Listyo Sigit Prabowo, as is known, has also ratified the Kapolri Decree Number 95/I/2024 concerning the National Police Struggle Day on August 21, 2024 and the Kapolri Decree Number: KEP/1325/VII/2024 dated August 12, 204 concerning the Procedures for the Polri Struggle Day Ceremony.
The selection of the date of August 21 that was ratified, said the Karopenmas Polri, Brigjen Pol Trunoyudo Wisnu Andiko, was determined based on a number of reasons. On August 21, 1945, an event occurred, namely the Proclamation of the Republic of Indonesia Police carried out by the Special Police (formerly called Tokubetsu Keisatsutai) under the leadership of Class I Police Inspector Moehammad Jasin.
After the proclamation of independence was proclaimed on August 17, 1945, Minister of State Otto Iskandar Dinata then determined the status of the police to be immediately included in the authority of the Indonesian Government. M Jasin as Commander of the Surabaya Special Police at that time immediately held a meeting with other members to discuss the position of the police after the proclamation. After that, a statement of loyalty to the Republic of Indonesia was agreed upon by compiling the text of the Police Proclamation.
Under the flying of the Red and White flag, around 250 members of the Special Police Unit at that time gathered in the yard of the Special Police Headquarters in Surabaya. At this moment, M Jasin then read the text of the Police Proclamation.
This momentum also united all police in the country with the name of the Republic of Indonesia Police which was free from the interference of the Japanese invaders at that time.
August 21, 2024 will be the first moment in the history of the Polri to commemorate the Polri Struggle Day. This commemoration ceremony was held at the Polri Struggle Monument, Surabaya. The 2024 Polri Struggle Day commemoration carries the theme “With the Spirit of the 1945 Police Proclamation, the Polri Welcomes the Golden Indonesia of 2045”.
